Take him for a walk, and refuse to stop to let him sniff or pee. Pick out three areas during the walk where he is allowed to pee. Get in to the routine, and he will take about 3 weeks to understand where his pee spots are. He will give up trying to pee every few feet, and instead start to walk purposefully to the next pee area.
You don't HAVE to let him stop to pee after you know he is just marking and not really needing to empty his bladder.
